# How does USPS dimensional weight work?

**When a Ground Advantage or Priority Mail box is over 1,728 cubic inches (1 cubic foot), USPS charges the greater of its actual weight and its dimensional weight**: length x width x height, each side rounded up to the whole inch, divided by 139 and rounded up to the next pound.

A 12 x 12 x 12 in. box is exactly 1 cubic foot and pays by actual weight. A 12-1/4 x 12 x 12 in. box is measured as 13 x 12 x 12 (1,872 cubic in.) and bills as at least 14 lb.

Rates verified on Oct 19, 2026

Postage in the examples is from Notice 123 effective Oct 4, 2026, which includes USPS's temporary holiday prices for Ground Advantage and Priority Mail until 12 a.m. CT Jan 17, 2027. The fees quoted here are the same as in the July 12, 2026 edition, before the holiday prices began.

## The rule, in USPS's words

> “Measure the length, width, and height in inches. Round up (see 604.7.0) each measurement to the nearest whole inch.”

[DMM 283.1.4.2](https://pe.usps.com/text/dmm300/283.htm), read Oct 19, 2026

> “If the result exceeds 1,728 cubic inches, divide the result by 139 and round up (see 604.7.0) to the next whole number to determine the dimensional weight in pounds.”

[DMM 283.1.4.2](https://pe.usps.com/text/dmm300/283.htm), read Oct 19, 2026

> “If the dimensional weight exceeds 70 pounds, the customer pays the 70-pound price.”

[DMM 283.1.4.2](https://pe.usps.com/text/dmm300/283.htm), read Oct 19, 2026

> “Multiply the result by an adjustment factor of 0.785.”

[DMM 283.1.4.3 (nonrectangular parcels)](https://pe.usps.com/text/dmm300/283.htm), read Oct 19, 2026

> “Parcels that exceed one cubic foot (1728 cubic inches) are charged based on the actual weight or the dimensional weight, whichever is greater (as calculated in DMM 133.1.4).”

[Notice 123, Ground Advantage retail notes](https://pe.usps.com/text/dmm300/Notice123.htm), read Oct 19, 2026

> “Dimensional weighting will have its dim divisor changed from 166 to 139 to better align with industry standard.”

[USPS Governors' Decision 26-2 (Federal Register, May 14, 2026)](https://www.federalregister.gov/documents/2026/05/14/2026-09584/change-in-rates-and-classifications-of-general-applicability-for-competitive-products), read Oct 19, 2026

> “If the result exceeds 1,728 cubic inches, divide the result by 166 and round up (see 604.7.0) to the next whole number to determine the dimensional weight in pounds.”

[DMM 283.1.4.2 as issued Apr 6, 2026 (the rule before July 12, 2026)](https://pe.usps.com/Archive/NHTML/DMMArchive20260406/283.htm), read Oct 19, 2026

## What it costs, with examples

*A 3 lb item in four box sizes, Ground Advantage online to Zone 5. Prices from Notice 123 effective Oct 4, 2026; dimensional weight per DMM 283.1.4. The last column is the billed weight under the rule before July 12, 2026: each side rounded off to the nearest inch, then divided by 166 (DMM 283.1.4.2 in the Apr 6, 2026 DMM; Governors' Decision 26-2).*

| Box (inches) | Measured as (cubic in.) | Dimensional weight | Billed weight | Postage | Billed before Jul 12, 2026 |
| --- | --- | --- | --- | --- | --- |
| 12 x 12 x 12 | 1,728 | none (not over 1 cu ft) | 3 lb | $12.12 | 3 lb |
| 12-1/4 x 12 x 12 | 1,872 | 14 lb | 14 lb | $22.13 | 3 lb (12 x 12 x 12 after rounding off) |
| 16 x 12 x 12 | 2,304 | 17 lb | 17 lb | $24.26 | 14 lb |
| 20 x 16 x 12 | 3,840 | 28 lb | 28 lb | $63.45 + $21.00 over 2 cu ft | 24 lb |

*Common box sizes holding a 2 lb item, Ground Advantage online to Zone 5: dimensional weight, postage and the size fees each box also owes. Notice 123 effective Oct 4, 2026; DMM 283.1.4 and 283.1.7.*

| Box (inches) | Cubic in. | Billed weight | Postage | Size fees | Total |
| --- | --- | --- | --- | --- | --- |
| 12 x 12 x 12 | 1,728 | 2 lb (actual) | $10.50 | none | $10.50 |
| 14 x 14 x 14 | 2,744 | 20 lb | $26.68 | none | $26.68 |
| 16 x 16 x 16 | 4,096 | 30 lb | $66.98 | $21.00 (over 2 cu ft) | $87.98 |
| 18 x 18 x 18 | 5,832 | 42 lb | $86.22 | $21.00 | $107.22 |
| 24 x 18 x 18 | 7,776 | 56 lb | $104.68 | $4.50 (over 22 in.) + $21.00 | $130.18 |

## Edge cases

- **Retail labels too:** the same steps apply to Ground Advantage at the counter ([DMM 133.1.4](https://pe.usps.com/text/dmm300/133.htm)), to Priority Mail retail ([DMM 123.1.3](https://pe.usps.com/text/dmm300/123.htm)) and to Priority Mail Express, whose Notice 123 notes carry the same dimensional weight rule ([Notice 123](https://pe.usps.com/text/dmm300/Notice123.htm)).
- **Round shapes:** multiply by 0.785 first. A 20 x 20 x 20 in. drum is 8,000 x 0.785 = 6,280 cubic in., so 46 lb.
- **Never above 70 lb:** a dimensional weight over 70 lb pays the 70 lb price.
- **Not affected:** Flat Rate (priced "regardless of ... actual weight" up to 70 lb, [DMM 123.1.4](https://pe.usps.com/text/dmm300/123.htm)) and cubic prices, which go by cubic tier instead ([DMM 283.1.1](https://pe.usps.com/text/dmm300/283.htm)).
- **Media Mail:** Notice 123's Media Mail tables carry no dimensional weight note.
- **One DMM paragraph lags:** when we read DMM 223 on Oct 19, 2026, its steps for nonrectangular commercial Priority Mail parcels (223.1.4.3) still said to round off and "divide the result by 166", while the rectangular steps in the same section, and every other section above, say round up and divide by 139.
- **Since July 12, 2026:** USPS divides by 139 instead of 166 ([Governors' Decision 26-2](https://www.federalregister.gov/documents/2026/05/14/2026-09584/change-in-rates-and-classifications-of-general-applicability-for-competitive-products)) and rounds each side up ([USPS final rule](https://www.federalregister.gov/documents/2026/05/15/2026-09785/domestic-competitive-products-pricing-and-mailing-standards-changes)), where it used to round each side off to the nearest inch ([DMM 283.1.4.2 as issued Apr 6, 2026](https://pe.usps.com/Archive/NHTML/DMMArchive20260406/283.htm)); in the first table a 16 x 12 x 12 in. box went from 14 lb to 17 lb ([tracker entry](https://resellerindex.com/changes/usps/2026-07-12-usps-dim-divisor-139/)).

## What to do

- Keep boxes at 1,728 cubic inches or less after rounding each side up. A 12 x 12 x 12 in. cube is the limit; 12-1/4 in. on one side already measures as 13.
- Use the smallest box that protects the item, or a poly mailer for soft goods.
- For dense items under 20 lb in a small box, compare [cubic prices](https://resellerindex.com/usps/rules/cubic-eligibility/).

## Questions

### What is the USPS dimensional weight divisor?

139, since July 12, 2026: length x width x height in inches, each side rounded up, divided by 139 and rounded up to the next pound, for boxes over 1,728 cubic inches ([DMM 283.1.4](https://pe.usps.com/text/dmm300/283.htm)).

### Does a 12 x 12 x 12 box pay dimensional weight?

No. It is exactly 1,728 cubic inches, and the rule applies only to parcels that exceed 1 cubic foot. Any side over 12 in. by even a fraction rounds up and tips it over.

### What was the USPS dimensional weight divisor before 139?

166\. USPS's Governors changed it from 166 to 139 for Priority Mail Express, Priority Mail, Ground Advantage and Parcel Select on July 12, 2026 ([Governors' Decision 26-2](https://www.federalregister.gov/documents/2026/05/14/2026-09584/change-in-rates-and-classifications-of-general-applicability-for-competitive-products)), and the same change made each side round up to the next whole inch ([USPS final rule](https://www.federalregister.gov/documents/2026/05/15/2026-09785/domestic-competitive-products-pricing-and-mailing-standards-changes)).

### What is the dimensional weight of a 16 x 16 x 16 box?

30 lb: 16 x 16 x 16 = 4,096 cubic inches, divided by 139 is 29.47, rounded up. At 4,096 cubic inches it is also over 2 cubic feet, so Ground Advantage adds the $21.00 fee ([DMM 283.1.4, 283.1.7](https://pe.usps.com/text/dmm300/283.htm)).
