# Why was my USPS claim denied, and how do I appeal?

USPS denies claims for the reasons in DMM 609.4.3, and the ones that catch resellers most are missing evidence of insurance, loss after delivery, damage blamed on packing or on the item being too fragile, and a claimed value above what the item was worth when mailed. You can appeal within 30 days of the decision, and if that fails, make a final appeal within 30 days more.

Fees from [USPS Notice 123](https://pe.usps.com/text/dmm300/Notice123.htm) effective Oct 4, 2026 (the same since Jul 12, 2026); rules quoted from the Domestic Mail Manual and usps.com, each with its section. USPS decides every claim and refund; this is a guide to its published rules.

## Denial reasons that hit resellers

*Reasons quoted from DMM 609.4.3 (checked Oct 19, 2026), with what tends to fix or avoid each.*

| DMM 609.4.3 says no payment for | What you can do |
| --- | --- |
| “Evidence of insurance coverage not provided.” | Upload the online label record showing the coverage, or the receipt. |
| “Loss, damage, or have missing contents, that occurred after delivery by the USPS.” | For Priority Mail Express without a signature, a delivered scan counts as delivery (DMM 503.4.1). For other services, check the delivery details with the buyer and ask USPS to look with a [Missing Mail search](https://resellerindex.com/usps/services/missing-mail-search/). |
| “Damage by abrasion, scarring, or scraping to articles not properly wrapped for protection.” | Wrap each item; for valuable items, photograph your packing before you seal the box. |
| “Damage caused by shock, transportation environment, or x-ray, without evidence of damage to the mailing container.” | Photos of the outside of the box matter as much as the item. |
| “Fragile nature of article prevented its safe carriage in the mail, regardless of packaging.” | Very fragile items can be denied even when well packed; consider that before you sell and ship them. |
| “Requested replacement value exceeded article’s actual value when mailed.” | Claim the sale price or documented value, not today's replacement retail. |
| “The sender or addressee failed to cooperate in the completion of required claim forms.” | Answer USPS's requests and keep the box and item available. |
| “Mail not bearing the complete names and addresses of the mailer and addressee, or is undeliverable as addressed to either the addressee or the mailer.” | Ship with full names and addresses on both ends. |
| “any item packaged in such a manner that it could not have reached its destination undamaged in the normal course of the mail.” | Use a box strong enough for the weight; see [package rules](https://resellerindex.com/usps/rules/). |
| “Lottery tickets, sweepstakes tickets, contest entries, gift cards and similar items.” | Gift cards can't be claimed at all. |
| “Personal time used to make hobby, craft, or similar handmade items.” | Claim materials and value, not hours. |

## When USPS pays only part

A partial payment usually reflects depreciation of a used item (DMM 609.5.2), the coverage limit, or weak evidence of insurance. USPS never pays more than the coverage paid for.

> “The USPS does not make payment for more than the maximum amount covered by the fee paid.”
>
> — [DMM 609.5.1](https://pe.usps.com/text/dmm300/609.htm), checked Oct 19, 2026

> “(If only the outer packaging is submitted, indemnity can be limited to $100 for insured, $50 for COD, $100 for Registered Mail, and $100 for Priority Mail Express.)”

## How to appeal

1. Read the decision letter; USPS's claims page says it lists the reasons for the denial.
2. Within 30 days of the decision, appeal the way you filed: online from your Claim History, or in writing to Accounting Services if you filed by mail (DMM 609.6.2).
3. Answer each reason. Add the missing label record, proof of value, photos or a repair estimate; USPS says you may submit new documents.
4. If Accounting Services upholds the denial, file the final appeal within 30 days. Online it goes through usps.com; by mail, to the Consumer Advocate (DMM 609.6.3).

> “A customer may appeal a claim decision within 30 days from the date of the original decision”
>
> — [DMM 609.6.2](https://pe.usps.com/text/dmm300/609.htm), checked Oct 19, 2026

> “If Accounting Services sustains the denial of a claim, the customer may submit an additional appeal at usps.com/help/claims.htm within 30 days for final review and decision.”
>
> — [DMM 609.6.3](https://pe.usps.com/text/dmm300/609.htm), checked Oct 19, 2026

## Worked example: a denial for missing evidence

*Worked example: A $90 claim for a lost Ground Advantage package, denied Nov 10, 2026 because the upload didn't show the coverage*

| First appeal due (30 days from the decision) | Dec 10, 2026 |
| --- | ---: |
| What to add | The label record showing the tracking number, the service and its $100 coverage |
| If the appeal is denied on Dec 1, 2026, final appeal due | Dec 31, 2026 |
| Most USPS pays if it succeeds | $90.00 less any depreciation, plus the postage paid |

The final appeal goes online through usps.com, or to the Consumer Advocate if you filed by mail (DMM 609.6.3).

## Avoiding the next denial

- Insure for the item's real value, and remember bought insurance replaces the included $100 ([insurance prices](https://resellerindex.com/usps/services/insurance-cost/)).
- Save the label record and sale record for every shipment you might claim.
- Wrap items individually and photograph the packing of anything valuable.
- Over $500 of coverage, USPS gets a signature at delivery automatically ([how that works](https://resellerindex.com/usps/services/insurance-cost/)).

## Questions

### How long do I have to appeal a denied USPS claim?

30 days from the decision for the first appeal, then 30 days from the appeal decision for the final one (DMM 609.6.2 and 609.6.3).

### Can I add new documents to an appeal?

Yes. USPS's claims page says you may submit new documentation with your appeal.

### Why did USPS pay less than I claimed?

Usually depreciation of a used item, the coverage limit, or a value USPS judged higher than the item's worth when mailed (DMM 609.5.1 and 609.5.2).

### Is there anything after the final appeal?

Not within USPS's claim process: DMM 609.6.3 calls the second review the final review and decision.

## How we checked this

Fees come from [Notice 123](https://pe.usps.com/text/dmm300/Notice123.htm) effective Oct 4, 2026, read on Oct 19, 2026 by USPS's own price code for each fee and matched to the [USPS price file](https://pe.usps.com/resources/PriceChange/Time-Limited%20OCT%202026%20Price%20Change%20-%20Notice%20123%20-%20Final.zip); earlier fees come from the same codes in the Postal Explorer archive editions back to Jul 13, 2025. Every fee on these pages is the same in the Jul 12, 2026 and Oct 4, 2026 editions: the Oct 4 holiday edition changed package postage, not extra-service fees. Rules are quoted word for word from the Domestic Mail Manual sections and usps.com pages listed below, fetched on Oct 19, 2026. Package postage in examples is USPS's own price; selling platforms and label services can charge their own.
