# USPS tracking says “Label Created”: what it means

**“Label Created” means a shipping label exists, but USPS has not scanned the package yet.** USPS's text for the event, “Shipping Label Created”, says “USPS does not have the package yet; contact the shipper or shipping partner with any inquiries.” The status changes at the first USPS scan: at the counter, at a pickup, at a kiosk or locker, or at the first processing plant.

Quoted from USPS's own tracking documents and help pages, checked Oct 19, 2026. This page covers: “Shipping Label Created”, “Shipping Label Created, USPS Awaiting Item”, “Label Created, not yet in system”, “Pre-Shipment”, “Pre-Shipment Info Sent to USPS”, “USPS Awaiting Item”, “Picked Up By Shipping Partner”.

## What USPS says this status means

> “A shipping label has been prepared for your item at TIME on DATE in LOCATION. USPS does not have the package yet; contact the shipper or shipping partner with any inquiries.”

The text USPS.com shows for “Shipping Label Created”: [USPS PTR2 scan event list](https://postalpro.usps.com/mnt/glusterfs/2026-04/PTR2%20Event%20Descriptions_April%202026_final.pdf), event GX, p. 22. Checked Oct 19, 2026.

> “A shipper has created an address label and tracking barcode for the item”

USPS's description of “Shipping Label Created”: [USPS PTR2 scan event list](https://postalpro.usps.com/mnt/glusterfs/2026-04/PTR2%20Event%20Descriptions_April%202026_final.pdf), event GX, p. 22. Checked Oct 19, 2026.

Words in capitals (TIME, DATE, LOCATION and so on) are USPS's placeholders; the real tracking page fills them in.

USPS files the event under the status category “USPS Awaiting Item”. Before USPS's 2026 tracking update the same line read “Shipping Label Created, USPS Awaiting Item” and the category was “Pre-Shipment” ([USPS PTR Modernization overview (v14)](https://postalpro.usps.com/mnt/glusterfs/2026-05/USPS%20PTR%20Modernization%20Overview%20external%20version%2014.pdf), section 7; the older [PTR list](https://postalpro.usps.com/mnt/glusterfs/2026-04/PTR%20Event%20Descriptions_April%202026.pdf) still shows both).

The words “not yet in system” appear nowhere in USPS's April 2026 scan event lists (the current [PTR2 list](https://postalpro.usps.com/mnt/glusterfs/2026-04/PTR2%20Event%20Descriptions_April%202026_final.pdf) and the older [PTR list](https://postalpro.usps.com/mnt/glusterfs/2026-04/PTR%20Event%20Descriptions_April%202026.pdf)) or in the modernization overview. The event USPS documents for a label it hasn't scanned yet is “Shipping Label Created”.

## Other lines that mean USPS doesn't have it yet

All of these sit under “USPS Awaiting Item”, and none is a USPS scan of the package.

| Picked Up By Shipping Partner USPS Awaiting Item · event 80, p. 23 | “Your item was picked up by a shipping partner at TIME on DATE in LOCATION. Two details matter for sellers. About “Pre-Shipment Info Sent to USPS”, USPS notes “This event is displayed on USPS.com USPS Tracking only when it is the earliest status for the item.” ([USPS event list](https://postalpro.usps.com/mnt/glusterfs/2026-04/PTR2%20Event%20Descriptions_April%202026_final.pdf), event MA, p. 16) and “Once the shipment is received by USPS, tracking status will be updated and an expected delivery date will be made available.” And the shipping-partner lines (80 to 82) mean the package is with a consolidator, not USPS: “The item is part of a shipment that the mailer has turned over to a consolidator or contractor for transport to USPS”.

## What ends it: the first USPS scan

The next line tells you where and how USPS first recorded the package:

*Lines that replace “Shipping Label Created” once USPS has the package. | Status line on USPS.com | What USPS.com says | What USPS's event list says it is |
| --- | --- | --- |
| USPS in possession of item Accepted · event 03, p. 3 | “USPS is now in possession of your item as of TIME on DATE in LOCATION.” | “If the item was picked up, either as part of a scheduled pickup or by the carrier on the route, the event will display as 'Picked Up'.” |

| USPS electronic receipt of item for mailing Accepted · event 03, p. 3 | “USPS electronic data indicates receipt of your package at our Self-Service Kiosk (SSK) in LOCATION on DATE at TIME.” | “This messaging is used for acceptance at a self service kiosk, smart parcel locker, or other self-service transaction.” |
| Accepted at USPS Facility Accepted · event OA, p. 17 | “Your item has been accepted at the origin sort facility at TIME on DATE in LOCATION.” | “A calculated event attaching acceptance to an item based on the first processing scan at a sort facility.” |
| Accepted at USPS Facility Accepted · event UA, p. 19 | “Your item has been accepted at a USPS facility at TIME on DATE in LOCATION.” | “An Acceptance event generated for a single piece that was not part of a mailer's manifest and which did not receive a physical acceptance scan” |
| Shipment Received, Package Acceptance Pending Accepted · event TM, p. 19 | “Your shipment was received at TIME on DATE in LOCATION. The acceptance of your package is pending.” | “An Acceptance event generated when a USPS employee scans PS Form 5630 (SCAN), the online manifest form” |
| Arrived at USPS Facility On the Way · event U1, p. 20 | “Your item arrived at our USPS facility in LOCATION on DATE at TIME. The item is currently in transit to the destination.” … “Note, earliest U1 only: USPS is now in possession of your item as of TIME on DATE in LOCATION.” | “This event indicates that the package within a container was unloaded from a truck.” |
| Departed Post Office On the Way · event SF, p. 18 | “Your item has left our acceptance facility and is in transit to a sorting facility on DATE at TIME in LOCATION.” | “Articles receiving an Acceptance scan at the retail window or by a carrier have left the local Post Office and are enroute to the first USPS processing facility.” |

- **No scan where you dropped it off?** USPS can post acceptance later, at the first plant (“Accepted at USPS Facility”: “A calculated event attaching acceptance to an item based on the first processing scan at a sort facility.”), and the first truck unload can read “USPS is now in possession of your item as of TIME on DATE in LOCATION.”
- **Used a SCAN form?** “Shipment Received, Package Acceptance Pending” is “An Acceptance event generated when a USPS employee scans PS Form 5630 (SCAN), the online manifest form”; it says “The acceptance of your package is pending.”
- **Shipped through a consolidator?** The handoff to USPS, “Tendered to Postal Service”, is one buyers won't see: “This event will be suppressed on USPS.com USPS Tracking.”

Where the scans come from, in USPS's words: “PTR captures tracking events continuously from label creation to final delivery, aggregating data from a variety of sources including mailer data, handheld scanners, retail terminals, and mail processing equipment.” ([USPS PostalPro, Product Tracking and Reporting](https://postalpro.usps.com/product-tracking-and-reporting), page introduction)

## Worked example

You print a Ground Advantage label on Monday, Nov 2, 2026 and drop the package in a collection box that evening. Tuesday morning tracking still reads “Shipping Label Created”. By USPS's descriptions that isn't a problem yet: the first scan can be the origin plant's “Accepted at USPS Facility”.

- If tracking still shows only the label, a Missing Mail search can start on Monday, Nov 9, 2026 (7 days from mailing).
- If you insured it, USPS's claim window for a lost Ground Advantage package is after 15 days and before 60 days from mailing: day 15 is Tuesday, Nov 17, 2026 and day 60 is Friday, Jan 1, 2027. With no USPS scan, insurance needs your proof of insurance ([DMM 503.4.3.1](https://pe.usps.com/text/dmm300/503.htm)).
- If you never mailed it and bought the label on USPS.com (Click-N-Ship), you can refund it online for 30 days after printing, through Wednesday, Dec 2, 2026, and by email to the Click-N-Ship Help Desk until 60 days, Friday, Jan 1, 2027 ([USPS, Request a Refund](https://www.usps.com/help/refunds.htm)).

## Edge cases

- **“Shipping Label Printed at Post Office”** is still not a scan of the package. USPS: “This flavor of the GX event indicates that a label broker shipping label was printed at the Post Office.”
- **“Label Cancelled”** is what a buyer sees after a label is cancelled: “The shipper has notified USPS that the shipping label will not be used.” If you replaced the label, send the buyer the new tracking number.
- **“Notified that Delivery Partner will handle delivery”** means the shipper told USPS that the package “will be delivered by a different delivery partner.” “There will be no additional USPS tracking updates.” USPS's list files it as a cancelled label: “This messaging is specific to the case where the shipper indicates that they have cancelled the label.” So the USPS label won't carry it; ask the shipper or that delivery partner.
- **Consolidator lines may never appear.** USPS's September 2026 known-issues list says “Shipping Partner event codes from version 3.0 and lower will not post in PTR2.” ([USPS PTR2 known-issues list (v13)](https://postalpro.usps.com/mnt/glusterfs/2026-09/USPS%20PTR2%20API%20Known%20Issues%20v13.pdf), section 2.3, "Shipping Partner Events") The list names the partner codes it means, including 80 to 82, so a package sent through a consolidator may show none of the partner lines in the new system.
- **“Pre-Shipment Info Sent to USPS”**: “This does not signify receipt of the shipment, only the intent to tender it to USPS.”

## What to do as the seller

1. **Not mailed yet?** The label is only a label. For Click-N-Ship labels, “Unused Click-N-Ship labels are eligible for refunds up to 60 days after the print date (the label transaction date).” ([USPS, Request a Refund](https://www.usps.com/help/refunds.htm), "Click-N-Ship Labels") One condition: “Labels that have not been scanned by the postage system.” Labels bought from a marketplace or another label service follow that service's refund rules.
2. **Want proof you mailed it?** Ask for a Certificate of Mailing (PS Form 3817, $2.45 on [Notice 123 effective Oct 4, 2026](https://pe.usps.com/text/dmm300/Notice123.htm)) when you hand it over. Certificates “may be presented only at the time of mailing and provide evidence that individual mailpieces have been presented to the USPS for mailing.” ([DMM 503.5.1.1](https://pe.usps.com/text/dmm300/503.htm)), but “Certificates of Mailing do not provide a record of delivery”.
3. **Insured it?** Keep the label record or receipt: “In order to be eligible for insurance indemnity, a mailpiece must have received at least one USPS processing scan or the customer must provide proof of insurance” ([DMM 503.4.3.1](https://pe.usps.com/text/dmm300/503.htm)).
4. **Still only a label after 7 days?** “Missing Mail search requests can be submitted starting 7 days from mailing.” ([USPS, Find Missing Mail](https://www.usps.com/help/missing-mail.htm), "How to Start Your Search", step 2) USPS asks for the sender's and recipient's addresses, the size and type of box or envelope, the tracking number or mailing receipt, a description of what's inside and photos that would help them recognize it; start it on [USPS's Missing Mail form](https://missingmail.usps.com/). “Please note, sometimes we cannot find missing mail items.”
5. **Buyer asking?** Tell them what USPS's own text says: USPS does not have the package yet, and the shipper is the one to ask.

## On selling platforms

Mercari's Shipping Protection, for orders sent with a Mercari prepaid label, needs an early carrier scan: “The tracking information shows that the carrier received the item within 3 calendar days from the purchase date.” ([Mercari, Shipping Protection](https://www.mercari.com/us/help_center/article/52/), requirements list) It also says “Without a possession scan from the shipping carrier (acceptance scan and second scan of possession/movement of the package), the seller is responsible for a lost or damaged item.” A package that stays at “Label Created” can cost you that coverage.

From each platform's own help pages, checked Oct 19, 2026. Rules differ by platform and change; check the platform's page before you act.

## Questions

### Does “Label Created” mean my package shipped?

No. USPS's text for the event says “USPS does not have the package yet”. It means a label exists; the status changes when USPS scans the package.

### What does “Label Created, not yet in system” mean?

It isn't wording USPS uses in its 2026 event lists. The event for a label USPS hasn't scanned is “Shipping Label Created”, under the category “USPS Awaiting Item”. Either way: a label exists and USPS has no scan of the package.

### What do “Pre-Shipment” and “USPS Awaiting Item” mean?

The same stage under two names. USPS's 2026 update renamed the status category “Pre-Shipment” (and “On Its Way to USPS”) to “USPS Awaiting Item” ([USPS PTR Modernization overview (v14)](https://postalpro.usps.com/mnt/glusterfs/2026-05/USPS%20PTR%20Modernization%20Overview%20external%20version%2014.pdf), section 7).

### How long can a package show “Label Created”?

USPS doesn't publish a limit. If you mailed it, USPS lets you start a Missing Mail search 7 days after mailing.

### I dropped it off. Why is there no scan?

USPS's list shows several ways acceptance can post later: at the first sort facility (“Accepted at USPS Facility”), as an acceptance for a piece with no physical acceptance scan (“Accepted at USPS Facility”: “An Acceptance event generated for a single piece that was not part of a mailer's manifest and which did not receive a physical acceptance scan”), or as the first truck unload at a plant.

## How we checked this

The status lines, the sentences under them and their meanings are quoted from the [PTR2 Domestic Scan Events and Descriptions](https://postalpro.usps.com/mnt/glusterfs/2026-04/PTR2%20Event%20Descriptions_April%202026_final.pdf) list USPS posted on PostalPro on Apr 27, 2026, which gives, for each tracking event, the line and sentence USPS.com shows, its status category and USPS's own description. Renames come from USPS's [PTR Modernization overview](https://postalpro.usps.com/mnt/glusterfs/2026-05/USPS%20PTR%20Modernization%20Overview%20external%20version%2014.pdf); rules and deadlines from usps.com and the Domestic Mail Manual. USPS's tracking FAQ on faq.usps.com loads only with JavaScript, so it isn't quoted. We read every source on Oct 19, 2026 and say nothing about a status that USPS doesn't.
