USPS price changes since 2009: every date and docket
USPS raises prices most often in January and July: mailing prices (stamps, Media Mail and the rest of USPS's market-dominant mail) went up in 16 of the 18 years from 2009 to 2026 (twice in 3 of them), shipping prices such as Priority Mail changed every January but 2015, and temporary holiday prices have run most falls since 2020. Since January 2009 it has changed prices on 39 dates: mailing prices on 19, shipping prices on 24, with 7 temporary price periods. The last mailing change and the last regular shipping change both took effect Jul 12, 2026; the temporary shipping prices now in effect roll back on Jan 17, 2027.
Every date, docket and average below is quoted from the Federal Register (the regulator's notice of each USPS filing, USPS's final rule or the Governors' Decision USPS published) or from USPS's own news releases. Stamp, Media Mail and package prices are from the archived USPS price lists (Notice 123).

- Jan 17, 2027: the time-limited shipping prices in effect since Apr 26, 2026 and Oct 4, 2026 are set to "roll back to current levels" (CP2026-4, CP2026-10).
- No new stamp or Media Mail prices had been filed when we last checked, on Oct 19, 2026.
- No new Priority Mail or Ground Advantage prices had been filed when we last checked, on Oct 19, 2026.
- On Jul 16, 2026, USPS told the PRC it is evaluating moving its yearly stamp and Media Mail change "to a more traditional January cycle" (Docket No. R2027-1, 91 FR 46803). On Aug 21, 2026 the PRC denied USPS's motion for a partial waiver of its density rate authority rules, but said "the Postal Service is permitted to file its annual price adjustment case in October 2026 for January 2027 price adjustment implementation provided that it is consistent with applicable law" (Order No. 9696).
From Mar 1, 2026 through Sep 30, 2030, USPS "may not adjust rates of general applicability for Market Dominant products … more than one time each fiscal year" (39 CFR 3030.103(a)). What is known about January 2027 is on USPS price changes for 2027.
When USPS raises prices: the pattern since 2009
- Stamps and Media Mail (market-dominant mail, capped by the regulator): 19 dates: 10 in January, 5 in July, 2 in May, 1 in April, 1 in August. Two in one year: 2021, 2023 and 2024. None in 2010 and 2016. In September 2021 USPS said that "Beginning January 2023, Market Dominant price adjustments will occur twice a year" (USPS); there was a January change in 2023 and 2024, but none in 2025 and 2026.
- Priority Mail, Ground Advantage and other shipping (competitive products): 24 dates: 17 in January, 5 in July, 1 in May, 1 in September.
- Temporary prices: Oct 18, 2020 to Dec 27, 2020; Oct 3, 2021 to Dec 26, 2021; Oct 2, 2022 to Jan 22, 2023; Oct 6, 2024 to Jan 19, 2025; Oct 5, 2025 to Jan 18, 2026; Apr 26, 2026 to Jan 17, 2027; Oct 4, 2026 to Jan 17, 2027. There were no holiday prices in 2023: USPS said it "will not levy any additional surcharges for customers this holiday season" (USPS, Sep 19, 2023), and the archived Notice 123 of Nov 6, 2023 still carries the Jul 9, 2023 prices.

Every USPS price change since 2009
Newest first. Mailing averages are the planned average change by class in USPS's filing as the regulator summarized it (First-Class Mail covers stamps and letters; Package Services covers Media Mail, Library Mail and Bound Printed Matter). Shipping averages are USPS's stated average for each product. Where the source gives no average, none is shown. "Days ahead" counts from the filing to the effective date. For the 2024 and 2026 temporary prices, USPS's Governors' Decisions set the end at 12:00 a.m. Central Time on the "until" date (for example "until 12:00 a.m. CST on January 17, 2027", 91 FR 55636); for 2020, 2021, 2022 and 2025 the filings give the date only.

What the changes did to real labels
The averages above are across a whole class or product. Your labels can move more, less or the other way. Examples from the archived price lists and the 2026 rule changes:
A 2 lb book by Media Mail since 2021
$3.33 on Jan 1, 2021, $5.38 at the peak and $5.13 now: Jan 24, 2021: $3.33 → $3.45; Aug 29, 2021: $3.45 → $3.82; Jul 10, 2022: $3.82 → $4.16; Jan 22, 2023: $4.16 → $4.35; Jul 9, 2023: $4.35 → $4.67; Jan 21, 2024: $4.67 → $4.87; Jul 14, 2024: $4.87 → $5.38; Jul 13, 2025: $5.38 → $5.22; Jul 12, 2026: $5.22 → $5.13. The biggest single step was Jul 14, 2024, $0.51 more per label. If you offer free shipping, that step came out of your margin: 5.1% of a $10 sale, 2% of a $25 sale, 1% of a $50 sale. (Media Mail price history)
An 8 oz package at the counter, Jul 13, 2025
USPS put the average increase for retail Ground Advantage at +9.8% ("Retail prices will increase 9.8 percent on average, while Commercial prices will increase 4.7 percent on average.", 90 FR 21087). The retail price of an 8 oz package to Zone 4 went from $6.20 to $7.60, +22.6%. On a $10 sale with free shipping, the $1.40 difference is 14% of the price. (package price history)
A big, light box after Jul 12, 2026
On Jul 12, 2026 USPS cut the dimensional-weight divisor for Priority Mail Express, Priority Mail, Ground Advantage and Parcel Select from 166 to 139: "The Postal Service is changing the DIM factor to 139 to determine the dimensional weight in pounds." (91 FR 27837). The rule for retail Priority Mail: "Postage for parcels addressed for delivery to Zones 1-9 and exceeding 1 cubic foot (1,728 cubic inches) is based on the actual weight or the dimensional weight (as calculated in 1.3.2 or 1.3.3 ), whichever is greater." (DMM 123.1.3.1 (Priority Mail, retail)). A 14 × 12 × 12 inch box is 2,016 cubic inches, so a 5 lb book shipped in it by retail Priority Mail is priced as 15 lb (2,016 ÷ 139 = 14.5, rounded up); at the old divisor of 166 the same box worked out to 12.1 lb before rounding. A 12-inch cube is exactly 1,728 cubic inches, which does not exceed the limit, so it is still priced by actual weight. Measurements are now rounded up to the next whole inch before multiplying. Before, the rule was "Round off (see 604.7.0) each measurement to the nearest whole inch." (DMM 123.1.3.2 before July 12, 2026 (USPS archive)), so a side measuring 11.2 inches, which used to count as 11, now counts as 12.
The Forever stamp since 2019
55¢ at the end of 2019, 82¢ since Jul 12, 2026: Aug 29, 2021: 58¢; Jul 10, 2022: 60¢; Jan 22, 2023: 63¢; Jul 9, 2023: 66¢; Jan 21, 2024: 68¢; Jul 14, 2024: 73¢; Jul 13, 2025: 78¢; Jul 12, 2026: 82¢. A Forever stamp bought at any of those prices still mails a 1 oz letter today (stamp prices).
What to do about the next one
- Mark the filing windows. Recent mailing changes were filed in May, April and October for August, July and January changes, 90 to 107 days ahead; holiday prices were filed in August and September. A new filing is the first day the new prices are known.
- Recheck what you charge on each effective date. A flat shipping charge set for the old price can be too low after an increase, or too high after a cut like the July 12, 2026 Media Mail change. Check your most common weights on the postage calculator or the Media Mail and Ground Advantage tables.
- Don't plan on the average. The 8 oz example above rose about 23% when the retail average was +9.8%. Price the weights and zones you actually ship, and since Jul 12, 2026 measure any box over 1,728 cubic inches against the new divisor of 139.
- The temporary prices now in effect end on Jan 17, 2027. USPS: "until 12:00 a.m. CST on January 17, 2027" (91 FR 55636). From then on the regular prices apply again, so a shipping charge you raised for the temporary window can come back down.
- Label services can differ. Marketplaces and label sites can charge their own prices and change them on their own dates; the change tracker follows those.
How much warning you get
Two federal rules set the minimum. For stamps and Media Mail: "The Postal Service shall file a request to review its notice of rate adjustment with the Commission no later than 90 days prior to the planned implementation date of the rate adjustment." (39 CFR 3030.121(d)). For shipping prices, USPS "shall file notice of the change with the Commission no later than the date of publication of the decision in the Federal Register concerning such change, but at least 30 days before the effective date of the change." (39 CFR 3035.102(a)). The 90-day minimum is part of the newer 39 CFR part 3030 rules: the PRC said the R2021-2 prices of 2021 "are the first to be filed and reviewed pursuant to the new regulations of 39 CFR part 3030" (86 FR 30071). Under the earlier rules, the PRC described the R2011-2 notice of 2011 as covering "how the Postal Service plans to ensure widespread publicity about the changes at least 45 days prior to the effective date" (76 FR 4395).
- Mailing filings in this table came 90 to 136 days before they took effect: the shortest was R2009-2 (Feb 10, 2009 for May 11, 2009), the longest R2015-4, which USPS delayed from April 26 to May 31, 2015 (80 FR 22748).
- Shipping filings came 31 to 125 days ahead: the shortest was CP2024-631, filed Sep 5, 2024 for Oct 6, 2024.
- So a stamp or Media Mail change is public about three months before it takes effect, and a shipping change one to three months before.
Cuts, delays and a request that was turned down
- Jul 6, 2010: an exigent request that never took effect. USPS asked for an above-inflation increase in Docket No. R2010-4: "The proposed prices represent an aggregate increase of approximately 5.6 percent and are to be implemented on January 2, 2011." (75 FR 40853). The PRC denied it on Sep 30, 2010 (Order No. 547, 76 FR 42140), and stamps stayed at 44¢ until Jan 22, 2012.
- Jan 26, 2014 to Apr 9, 2016: the exigent surcharge. The second request (R2013-11) asked for an increase averaging 4.3 percent and was granted in Order No. 1926; USPS removed it on Apr 10, 2016, when the stamp went 49¢ → 47¢ and the 1 lb Media Mail price $2.72 → $2.61.
- 2015: both sides delayed. Planned for April 26, 2015; USPS delayed it on March 31, 2015. The averages shown are from the January 15 filing. The PRC sent the Standard Mail, Periodicals and Package Services prices back twice (Order Nos. 2378 and 2398). USPS's March 12 response "included revised Standard Mail and Periodicals prices", and its April 16 response came "with revised Standard Mail and Periodicals prices", so those two class averages may differ from the final prices.
- Jan 26, 2014: Priority Mail at zero. USPS: "Overall, Priority Mail prices will average a net zero percent price increase." (78 FR 69553).
- Media Mail fell while its class rose. Jul 13, 2025: Package Services +7.385% planned, 1 lb Media Mail $4.63 → $4.47; Jul 12, 2026: Package Services +4.803% planned, 1 lb Media Mail $4.47 → $4.39.
Limited changes, and price lists that weren't price changes
These 5 filings changed only part of the price list and are in the table as "Limited change":
- May 11, 2009: Competitive products left out of the January 2009 change, such as Premium Forwarding Service and some international services (CP2009-23).
- Jul 28, 2013: Priority Mail pieces get $50 or $100 of insurance at no extra charge (R2013-7).
- Mar 20, 2014: Standard Post: new Limited Overland Routes price category (Alaska) (CP2014-27).
- Aug 28, 2016: First-Class Mail Parcels (retail small packages) only (R2016-5).
- Sep 3, 2017: Retail small parcels move from First-Class Mail to the new First-Class Package Service—Retail (CP2017-230).
USPS's archive of Notice 123 price lists also has editions whose effective dates match no price filing. We checked each against the Federal Register; they were rule or wording changes, so they are not in the table:
- Mar 14, 2010: DMM wording change: bulk mail centers renamed network distribution centers (75 FR 9343).
- Jun 6, 2011: Customs declaration label rule and other DMM changes (76 FR 9231).
- Jun 23, 2019: First-Class Mail International large envelope weight limit (84 FR 26345).
- May 23, 2021: Priority Mail Express delivery times (10:30 a.m. option ended) (86 FR 16670).
Questions
When does USPS raise prices?
Most often in January and July. Stamp and Media Mail prices (USPS's market-dominant mail) changed on 19 dates since 2009: 10 in January, 5 in July, 2 in May, 1 in April, 1 in August. Shipping prices (Priority Mail, Ground Advantage and other competitive products) changed on 24 dates: 17 in January, 5 in July, 1 in May, 1 in September. On top of those, USPS added temporary holiday prices starting in October and ending in late December or January in 2020, 2021, 2022, 2024, 2025 and 2026, but not in 2023. In September 2021 USPS said that "Beginning January 2023, Market Dominant price adjustments will occur twice a year" (USPS statement), and since Mar 1, 2026 the rules allow one market-dominant increase per fiscal year (39 CFR 3030.103(a)). The mailing side may move back to January: On Jul 16, 2026, USPS told the PRC it is evaluating moving its yearly stamp and Media Mail change "to a more traditional January cycle" (Docket No. 9696).
How often does USPS raise prices?
Once or twice a year for each side. Stamps and Media Mail went up twice in 2021, 2023 and 2024, and there was no general mailing increase in 2010 and 2016. The last mailing change took effect Jul 12, 2026 (R2026-1) and the last regular shipping change Jul 12, 2026 (CP2026-8). From Mar 1, 2026 through Sep 30, 2030, USPS may not adjust market-dominant rates of general applicability "more than one time each fiscal year" (39 CFR 3030.103(a)), apart from rate cuts and de minimis increases.
When is the next USPS price change?
The temporary shipping prices now in effect are set to roll back on Jan 17, 2027 (CP2026-4 and CP2026-10). No new stamp or Media Mail prices had been filed when we last checked, on Oct 19, 2026. No new Priority Mail or Ground Advantage prices had been filed when we last checked, on Oct 19, 2026. On Jul 16, 2026, USPS told the PRC it is evaluating moving its yearly stamp and Media Mail change "to a more traditional January cycle" (Docket No. 9696). We don't estimate prices before USPS files them; what is known about January 2027 is on USPS price changes for 2027.
Did USPS raise stamp prices in January 2026?
No. In January 2022, 2025 and 2026, only shipping prices changed; stamps and Media Mail waited until July. For 2026, USPS said it would "forgo a price change for First-Class Mail postage and other Market Dominant services until mid-year 2026" (USPS, Sept. 24, 2025). The Forever stamp has been 82¢ since Jul 12, 2026 (stamp prices).
What do docket numbers like R2026-1 and CP2026-8 mean?
They are the Postal Regulatory Commission's case numbers. An R docket is the PRC's review of a market-dominant price change: "the Commission establishes Docket No. R2023-1 to consider the planned price adjustments for Market Dominant postal products and services" (87 FR 62896). A CP docket holds a competitive price filing: USPS has to file notice of a competitive price change with the Commission "no later than the date of publication of the decision in the Federal Register concerning such change, but at least 30 days before the effective date of the change" (39 CFR 3035.102(a)). Numbers restart each October: every filing on this page made in October or later carries the next year's number, such as R2021-1, filed Oct 9, 2020.
Why did Media Mail go down when the Package Services average went up?
The average covers the whole Package Services class ("Package Services include Media Mail, Library Mail, and Bound Printed Matter", USPS), not Media Mail alone. On Jul 13, 2025 the planned Package Services average was +7.385% (90 FR 16012), yet the 1 lb Media Mail price went from $4.63 to $4.47. On Jul 12, 2026 the planned Package Services average was +4.803% (91 FR 19218), yet the 1 lb Media Mail price went from $4.47 to $4.39. (Prices: archived Notice 123 price lists.) As the regulator puts it, "Price adjustments for products within classes vary from the average." (88 FR 71611).
How much notice does USPS give before a price change?
For stamps and Media Mail, at least 90 days: "The Postal Service shall file a request to review its notice of rate adjustment with the Commission no later than 90 days prior to the planned implementation date of the rate adjustment." (39 CFR 3030.121(d)). The mailing filings on this page came 90 to 136 days ahead. For shipping prices the minimum is 30 days (39 CFR 3035.102(a)); the filings here came 31 to 125 days ahead, the shortest being CP2024-631 for Oct 6, 2024. Holiday prices were filed in August and September, 31 to 65 days before they started.
Why can stamp and Media Mail prices rise faster than inflation?
Because inflation is only one part of USPS's limit. Under 39 CFR 3030.127(a), "The maximum rate adjustment authority available to the Postal Service for each class of market dominant mail is limited to the sum of the percentage points developed in subparts C through E and G through H of this part." Those subparts are C (Consumer Price Index Rate Authority), D (Density Rate Authority), E (Retirement Obligation Rate Authority), G (Non-compensatory Classes or Products) and H (Accumulation of Unused and Disbursement of Banked Rate Adjustment Authority): inflation is subpart C, and the others add authority for falling mail density, retirement costs, classes that don't cover their costs and unused authority USPS banked earlier. If USPS files in October 2026 for January 2027 prices, the PRC said "it will be limited to rate adjustment authority under 39 C.F.R. part 3030, subpart C and subpart G" (Order No. 9696), which leaves out the density, retirement and banked parts.
Has USPS ever lowered prices?
Yes. On Apr 10, 2016 USPS removed the exigent surcharge it had added on Jan 26, 2014 (81 FR 11302); the stamp went 49¢ → 47¢. Some shipping averages were negative too, for example Priority Mail Commercial Base −0.9% on Sep 7, 2014, Priority Mail Commercial Plus −2.3% on Sep 7, 2014 and Parcel Select Ground −1.3% on Jan 27, 2019, and USPS Ground Advantage started on Jul 9, 2023 at −1.4% on average. Media Mail went down on Jul 13, 2025 and Jul 12, 2026.
How we built this
We listed every Postal Regulatory Commission and Postal Service document in the Federal Register since July 2008 (federalregister.gov API) and kept the filings that change rates of general applicability: the annual and mid-year market-dominant price adjustments, the exigent case, the competitive price changes and the time-limited (holiday) competitive changes, plus a few single-product changes that moved a printed USPS price list. Promotions, negotiated service agreements, Move Update charges, inbound international rates set by the Universal Postal Union and other single-customer or single-category filings are left out. Filing and effective dates and averages are quoted from the PRC notice of each filing, the USPS final rule that put the prices in the Domestic Mail Manual, or the Governors' Decision USPS published. Market-dominant averages are the planned averages by class in USPS's notice as the PRC summarized them; competitive averages are USPS's stated averages by product. Each event date was checked against the effective date printed on the archived USPS Notice 123 price lists.
Stamp, Media Mail and package prices on each date are read from the archived price lists, as on our stamp price, Media Mail history and package history pages. Averages are what USPS said a change would do across a class or product; this page is a record of official filings, not a forecast.
