What is the USPS Dimension Noncompliance Fee?
$3.00 per parcel, charged on commercial (online-label) Ground Advantage and Priority Mail when the box dimensions sent with the label are missing or wrong. Until USPS starts Phase Two of its Parcel Dimension Compliance rules, a DMM note says the fee continues to be charged on parcels over 1 cubic foot or longer than 22 inches.
The fee was $1.50 before Jan 18, 2026. It comes on top of whatever postage USPS recalculates from the real size, such as dimensional weight and length or cube fees.

Postage in the examples is from Notice 123 effective Oct 4, 2026, which includes USPS's temporary holiday prices for Ground Advantage and Priority Mail until 12 a.m. CT Jan 17, 2027. The fees quoted here are the same as in the July 12, 2026 edition, before the holiday prices began.
The rule, in USPS's words
“Dimension Noncompliance Fee, add $3.00.”
“The mailer will be assessed the Dimension Noncompliance fee (see Notice 123–Price List) if the parcel’s dimensions or the ESC are omitted or inaccurate. A parcel is subject to only one Dimension Noncompliance fee charge.”
“mailers of USPS Ground Advantage parcels will continue to be charged the Dimension Noncompliance fee for parcels that exceed 1 cubic foot or 22 inches in length”
“A payment adjustment from the customer, facilitated by the PES provider in the amount equivalent to the postage due”
What it costs, with examples
| Dimensions on the label | Postage paid | Postage owed | Fee | Charged later |
|---|---|---|---|---|
| 10 x 10 x 10 (a default size) | $16.54 | $25.54 (19 lb) | $3.00 | $12.00 |
| 18 x 14 x 10 (the real size) | $25.54 | $25.54 | none | nothing |
Edge cases
- Counter labels: Notice 123 lists the fee only with commercial prices, not with retail Ground Advantage or Priority Mail.
- Exempt: Flat Rate and Priority Mail Return pieces (DMM 223.1.11) and Ground Advantage Return pieces (DMM 283.1.8).
- One per parcel: a parcel can be charged the fee only once, even if two dimensions are wrong.
- Characteristics code: a commercial manifest that leaves out the code for a tube, can or liquid parcel is charged this fee too (DMM 283.1.7).
- Disputes: PC Postage adjustments are disputed electronically through your label provider within 60 calendar days of the adjustment or of the provider's notice to add funds (DMM 604.4.4.5).
- Phase Two: when we read the DMM on Oct 19, 2026, the note about parcels over 1 cubic foot or 22 in. was still there. Once it goes, the main rule applies as written: any parcel whose dimensions are omitted or inaccurate can be charged.
What to do
- Measure every box and type its real length, width and height into your label tool; don't leave a default size in place.
- Save presets for the boxes you use most, rounded up to the next whole inch, which is how dimensional weight measures.
- If an adjustment looks wrong, dispute it through your label provider within 60 days.
Questions
Does the Dimension Noncompliance Fee apply to small parcels?
Not until Phase Two, as the DMM reads now: its note says that until then the fee continues to be charged on Ground Advantage and Priority Mail parcels over 1 cubic foot or over 22 in. long (DMM 283.1.8, DMM 223.1.11).
Do I pay the fee plus the extra postage?
Yes: USPS collects the postage due through your label provider (DMM 604.4.4.3) and the fee is listed separately in Notice 123. In the example above that is $12.00 on one parcel.
