“Delivered to Agent for Final Delivery”: what USPS tracking means
“Delivered to Agent” means USPS handed the package to an agent who takes mail for the address, such as a college, hospital or condominium office, rather than to the addressee. USPS's event list says “The item has been delivered to an agent of the residence or institution to where it has been addressed (college, hospital, condominium, etc.)”; later lines, if the agent scans, show when it notifies or delivers to the addressee.
Quoted from USPS's own tracking documents and help pages, checked . This page covers: “Delivered to Agent”, “Delivered to Agent for Final Delivery”, “Delivered to Agent, Front Desk/Reception/Mail Room”, “Delivered to College/University for Final Delivery”, “Received by Agent”, “Tendered to Returns Agent”.
What USPS says this status means
“The item has been delivered to an agent of the residence or institution to where it has been addressed (college, hospital, condominium, etc.)”
USPS.com's text says the item was delivered to an agent “for final delivery in ZIP Code ZIPCODE on DATE at TIME.” It has its own status category, “Delivered to Agent”, separate from “Delivered”. The variants say where the agent took it:
| Status line on USPS.com | What USPS.com says | What USPS's event list says it is |
|---|---|---|
| Delivered to Agent, Left with Individual Delivered to Agent · event 60, p. 10 | “Your item has been delivered to an agent and left with an individual at the address at TIME on DATE in LOCATION.” | “The item was delivered to an agent, and the employee indicated that it was left with an individual.” |
| Delivered to Agent, Front Desk/Reception/Mail Room Delivered to Agent · event 60, p. 10 | “Your item has been delivered to an agent at the front desk, reception, or mail room at TIME on DATE in LOCATION.” | “The item was delivered to an agent, and the employee indicated that it was left at the front desk or mail room.” |
| Delivered to Agent, Picked up at USPS Delivered to Agent · event 60, p. 10 | “Your item has been delivered to an agent. The item was picked up at USPS at TIME on DATE in LOCATION.” | “The item was delivered to an agent, and the employee indicated that the item was picked up from a USPS location.” |
| Delivered to College/University for Final Delivery Delivered to Agent · event 60, p. 10 | “Your item has been delivered to the college or university for final delivery in LOCATION on DATE at TIME.” | “The item has been delivered to an agent of the residence or institution to where it has been addressed (college, hospital, condominium, etc.) using a specific firm sheet process for that institution.” |
| Tendered to Military for Final Delivery Delivered to Agent · event 45, p. 9 | “Your item has been tendered to a military agent in LOCATION on DATE at TIME.” | “The item has left the custody of the USPS” |
Words in capitals (TIME, DATE, LOCATION and so on) are USPS's placeholders; the real tracking page fills them in.
After the agent has it
Some agents scan too, and USPS shows those events:
| Status line on USPS.com | What USPS.com says | What USPS's event list says it is |
|---|---|---|
| Received by Agent Delivered to Agent · event 61, p. 22 | “Your item was received by the agent at TIME on DATE in LOCATION.” | “USPS has delivered the item to an agent of the residence or institution” |
| Recipient notified by Agent Delivered to Agent · event 62, p. 22 | “Your item was received by the agent at TIME on DATE in LOCATION.” | “The agent notified the addressee that an item is waiting and available for pickup at the mailroom” |
| Delivered to Recipient by Agent Delivered · event 63, p. 22 | “Your item was delivered to recipient by the agent at TIME on DATE in LOCATION.” | “The agent has delivered the item to the addressee” |
| Undeliverable to Recipient by Agent Alert · event 64, p. 22 | “Your item was undeliverable to recipient by the agent at TIME on DATE in LOCATION.” | “The agent was unable to deliver the item to the addressee and the item will be returned to the sender” |
Only “Delivered to Recipient by Agent” moves the package to the “Delivered” category. “Undeliverable to Recipient by Agent” is an Alert: the package is coming back to you (Return to Sender).
Who counts as an agent
The Domestic Mail Manual's basic rule: “Unless otherwise directed, an addressee's mail may be delivered to an employee, to a competent member of the addressee's family, or to any person authorized to represent the addressee.” (DMM 508.1.4.1)
For institutions: “Mail addressed to a person at a hotel, school, or similar place is delivered to the hotel, school, etc.” (DMM 508.1.6.2) “If the addressee is no longer at that address, the mail must be redirected to the current address, if known, or endorsed appropriately and returned by the institution to the Post Office.”
For signature and other accountable mail (“Priority Mail Express, Registered Mail, Certified Mail, mail insured for more than $500.00, Adult Signature, or COD, as well as mail for which a return receipt is requested or the sender has specified restricted delivery.”), the manual adds “When delivery is not restricted at the sender's request, mail addressed to a person at a hotel, apartment house, etc., may be delivered to any person in a position to whom mail for that location is usually delivered.” (DMM 508.1.1.7) and “USPS responsibility ends when the mailpiece is delivered to the addressee (or another party, subject to 1.0).”
Compare the plain delivery lines, which stay under “Delivered”: “Delivered, Left with Individual” (“The item was left with an individual at the delivery address”) and “Delivered, Front Desk/Reception/Mail Room” (“The item was delivered to the front desk or reception area of the delivery address”).
When the agent is a returns company
The same “Delivered to Agent” category holds the lines for returns sent on Parcel Return Service labels, where USPS hands the package to the merchant's returns company, which takes it the rest of the way. If a return label you were given uses Parcel Return Service, these are the lines to expect:
| Status line on USPS.com | What USPS.com says | What USPS's event list says it is |
|---|---|---|
| Picked Up by Agent Delivered to Agent · event 17, p. 6 | “Your item was picked up by the shipping agent at TIME on DATE in LOCATION.” | “USPS handed off a Parcel Return Service package to the Returns Logistics Agent that processes returns for the shipping customer or merchant that sold the original item being returned.” |
| Tendered to Returns Agent Delivered to Agent · event 42, p. 8 | “Your item has been tendered to the returns agent at TIME on DATE in LOCATION.” … “The Postal Service no longer has the item and no further tracking updates are expected.” | “The item -- typically Parcel Return Service -- has been handed off to a returns agent.” … “This activity takes place at a USPS processing facility (as opposed to a delivery unit).” |
| Delivered by Agent to Merchant Delivered to Agent · event 86, p. 23 | “Your item was delivered by an agent to a merchant at TIME on DATE in LOCATION.” | “Parcel Return Service only -- a PRS item has been tendered by the return agent to the merchant” |
The key sentence for a return that seems to stop: “The Postal Service no longer has the item and no further tracking updates are expected.” From then on, ask the returns company or the merchant, not USPS.
A 2026 fix to how this event reaches other apps
USPS's release notes for a PTR2 update with a deployment date of Oct 13, 2026 list a fix titled “Delivered to Agent Event Missing from Tracking Result”, described as “Include the Delivered to Agent event in external Tracking API results.” (USPS PTR2 release notes, Oct 13, 2026, item D-120463, "PTR 2 - Display Rules - Delivered to Agent Event Missing from Tracking Result") If a marketplace's tracking page and USPS.com disagree about an agent delivery, check USPS.com.
Worked example
A buyer at a university orders a textbook you mailed on Monday, Nov 2, 2026. Tracking shows “Delivered to College/University for Final Delivery” on Thursday, Nov 5, 2026. Under DMM 508.1.6.2, mail for a person at a school is delivered to the school; the school's mail center handles the last step. If the mail center later scans “Recipient notified by Agent”, the buyer has been told it's waiting. If tracking stops at the college event and the buyer can't find it, the mail center is the first place to ask, and a Missing Mail search is open to you from Monday, Nov 9, 2026.
Edge cases
- Military mail: “Tendered to Military for Final Delivery” means “The item has left the custody of the USPS”.
- Left with someone at the address: “Delivered to Agent, Left with Individual” means “The item was delivered to an agent, and the employee indicated that it was left with an individual.”
- Picked up at USPS by the agent: “The item was delivered to an agent, and the employee indicated that the item was picked up from a USPS location.”
What to do as the seller
- Point the buyer to the agent. Tracking names the place: the mail room, front desk, campus mail center or the Post Office where the agent picked it up.
- Watch for the agent's own scans, “Recipient notified by Agent” or “Delivered to Recipient by Agent”, if the agent uses them.
- If the agent can't deliver it, “Undeliverable to Recipient by Agent” means “the item will be returned to the sender”.
- If nobody can find it: “Missing Mail search requests can be submitted starting 7 days from mailing.” (USPS, Find Missing Mail, "How to Start Your Search", step 2) Start it on USPS's Missing Mail form.
On selling platforms
Mercari: “If you still can't find the package, contact Mercari within 72 hours of the delivery scan.” (Mercari, delayed, missing or returned packages, "Tracking says delivered, but item not received") Its checklist for buyers on the same page includes “Check with household members, roommates, building staff, or anyone else who may have accepted the package.” Poshmark's Posh Protect gives buyers a window that starts at delivery: “you have 72 hours after delivery (as determined by the tracking information on the shipping label) to open a return case” (Poshmark, Posh Protect, "Refund Policy"), and “If no return case is opened within 3 days of delivery, payment will be automatically released to the seller.” Neither page says whether a delivery to an agent counts as delivery for those clocks; ask the platform if it matters for an order.

Questions
Is “Delivered to Agent” the same as “Delivered”?
USPS puts it in a separate status category, “Delivered to Agent”: the item went to an agent of the residence or institution, not to the addressee.
Who is the agent?
Whoever receives mail for the address. USPS's examples are a college, hospital or condominium; the mail manual also names employees, family members and anyone authorized to represent the addressee, and says mail for a person at a hotel or school goes to the hotel or school. On returns sent with Parcel Return Service labels, the agent is the merchant's returns company: “USPS handed off a Parcel Return Service package to the Returns Logistics Agent that processes returns for the shipping customer or merchant that sold the original item being returned.”
Is the agent UPS, FedEx or another carrier?
Not in USPS's descriptions of these events. The agents USPS names are the residence or institution the item is addressed to, the military, and returns companies for Parcel Return Service. When a shipper tells USPS that a different delivery partner will deliver a package USPS is still waiting for, the line is “Notified that Delivery Partner will handle delivery”, which USPS's list files as a cancelled label (Label Created).
What does “Delivered to Agent, Picked up at USPS” mean?
“The item was delivered to an agent, and the employee indicated that the item was picked up from a USPS location.”
What does “Delivered to College/University for Final Delivery” mean?
The package went to the school, which delivers it to the student. USPS's text: “Your item has been delivered to the college or university for final delivery in LOCATION on DATE at TIME.” Its description: “The item has been delivered to an agent of the residence or institution to where it has been addressed (college, hospital, condominium, etc.) using a specific firm sheet process for that institution.”
How we checked this
The status lines, the sentences under them and their meanings are quoted from the PTR2 Domestic Scan Events and Descriptions list USPS posted on PostalPro on Apr 27, 2026, which gives, for each tracking event, the line and sentence USPS.com shows, its status category and USPS's own description. Renames come from USPS's PTR Modernization overview; rules and deadlines from usps.com and the Domestic Mail Manual. USPS's tracking FAQ on faq.usps.com loads only with JavaScript, so it isn't quoted. We read every source on Oct 19, 2026 and say nothing about a status that USPS doesn't.
