When should I ship with USPS Registered Mail instead of insurance?

Use Registered Mail when an item is worth more than the $5,000 insurance limit, or when its fee comes out lower than insurance, which at Notice 123 prices happens from $2,200.01 of declared value. It covers up to $50,000, but you must declare the full value, hand it to a postal employee, and pack it in an envelope or box that isn't padded, plastic, Tyvek or glossy.

Fees from USPS Notice 123 effective Oct 4, 2026 (the same since Jul 12, 2026); rules quoted from the Domestic Mail Manual and usps.com, each with its section. USPS decides every claim and refund; this is a guide to its published rules.

What Registered Mail is

“Registered Mail is the most secure service that the USPS offers.”

“Postal insurance is included in the fee for articles with a value of at least $0.01 up to a maximum insured value of $50,000.00.”

Registered Mail works with Priority Mail, First-Class Mail and Ground Advantage (DMM 503 Exhibit 1.4.1). You get a mailing receipt, electronic delivery information on request, and the option of a return receipt or Restricted Delivery ($8.80 more). Above $50,000 you can still register an item for $180.00, but coverage stops at $50,000 (Notice 123).

Registered Mail fees

Registered Mail fee by declared value, on top of postage. Notice 123 effective Oct 4, 2026 (same since Jul 12, 2026); before: the Apr 26, 2026 edition. Over $50,000, compensation is limited to $50,000.

Over $50,000.00$180.00$168.50

From $5,000.01 to $50,000, Notice 123 adds $3.10 for each $1,000 or fraction of $1,000; read as each $1,000 above $5,000, that reaches the table's $180.00 at $50,000, which is how USPS's own price code computes it. So $10,000 costs $56.00.

Registered Mail or insurance?

Packing and paperwork rules

USPS won't register a piece that is:

“Presented for mailing in a padded envelope; envelope or mailer manufactured of spun-bonded olefin, such as Tyvek; plastic envelope or mailer; or envelope or mailer made of glossy-coated paper.”

  • Declare the full value when you present it; the clerk can ask you to show it and can refuse it otherwise (DMM 503.2.2.1).
  • Seal envelopes with glue or with plain paper or cloth tape: “To be used on Registered Mail, tape must visibly damage the envelope or wrapper if removed and must absorb the ink in a postmark impression.” (DMM 503.2.3.3)
  • Put complete names and addresses of sender and addressee on it (DMM 503.2.3.1), and tell the clerk if the item is fragile and how it's packed (503.2.3.4).
  • The address side must be at least 5 inches long and 3-1/2 inches high (DMM 503.2.1.1).
  • Packing matters for payment: “Indemnity may be denied if articles are not properly packaged.” (DMM 503.2.3.4)

“Regardless of how you purchased the service, present Registered Mail items for mailing to a Postal employee.”

How we checked this

Fees come from Notice 123 effective Oct 4, 2026, read on Oct 19, 2026 by USPS's own price code for each fee and matched to the USPS price file; earlier fees come from the same codes in the Postal Explorer archive editions back to Jul 13, 2025. Every fee on these pages is the same in the Jul 12, 2026 and Oct 4, 2026 editions: the Oct 4 holiday edition changed package postage, not extra-service fees. Rules are quoted word for word from the Domestic Mail Manual sections and usps.com pages listed below, fetched on Oct 19, 2026. Package postage in examples is USPS's own price; selling platforms and label services can charge their own.
