“Moving Through Network” and “On the Way”: what USPS tracking means

“Moving Through Network” was USPS's tracking category for a package traveling between USPS facilities; in USPS's 2026 tracking update the same stage became “On the Way”. The lines under it, such as “Arrived at USPS Facility”, “Departed USPS Facility” and “Processing at USPS Facility”, are scans at USPS processing plants on the way from the Post Office that accepted the package to the one that delivers it.

Quoted from USPS's own tracking documents and help pages, checked . This page covers: “Moving Through Network”, “On the Way”, “In Transit from Origin Processing”, “Processing at Destination”, “Arrived at USPS Facility”, “Departed USPS Facility”, “Processing at USPS Facility”, “Departed Post Office”.

Old name, new name

The USPS PTR Modernization overview (v14) lists the status categories before and after the change. Three in-transit categories became one:

USPS's own example of the change: “‘Pre-Shipment’ -> ‘On Its Way to USPS’ -> ‘Moving Through Network’ -> ‘Out for Delivery’ changing to ‘USPS Awaiting Item’ -> ‘Accepted’ -> ‘On the Way’ -> ‘Out for Delivery’” (USPS PTR Modernization overview (v14), section 3.1, "Tracking Status Updates"). On timing, the overview says “USPS.com Tracking and Informed Delivery Package Tracking will cut over to use the PTR2 Tracking API starting May 16th, 2026” (USPS PTR Modernization overview (v14), section 2.1, "When is it changing?"), and “PTR2 will run in parallel with the current PTR platform until customer migration to the new platform is completed.” The sentence under each line stays the same: “First Level Scripting (long form sentence description) will not be changing in PTR2.”

The wording can still shift. USPS's September 2026 known-issues list (figures for 8/25/2026-9/1/2026) includes “Incorrect Event Scripting, including event codes 01, 03, 06, 09, 10, 14, 32, 44, 54, 73, CI, OF, TL, VM, VN, VR, Shipping Partner events, RTS events” among the PTR2 differences it was still fixing, so a line on your screen can differ slightly from USPS's list (USPS PTR2 known-issues list (v13), section 2.2, "API Discrepancies").

Facility names got shorter as well. In the table, [Regional] marks a word that only some facilities show; for one departure event USPS notes “The term ‘regional’ may sometimes be included in the language for some facilities.”

Status line on USPS.comWhat USPS.com saysWhat USPS's event list says it is
Departed Post Office
On the Way · event SF, p. 18
“Your item has left our acceptance facility and is in transit to a sorting facility on DATE at TIME in LOCATION.”“Articles receiving an Acceptance scan at the retail window or by a carrier have left the local Post Office and are enroute to the first USPS processing facility.”
Arrived at, Departed or Processing at USPS Facility
On the Way · event 10, p. 5
“Your item arrived at our USPS facility in LOCATION on DATE at TIME. The item is currently in transit to the destination.”“The item was sorted in the processing facility indicated by the city, state and ZIP Code.” … “customers may see more than one of these events, but only the first / last such scan at each site on a calendar day; others are suppressed.”
Arrived at USPS Facility
On the Way · event U1, p. 20
“Your item arrived at our USPS facility in LOCATION on DATE at TIME. The item is currently in transit to the destination.” … “Note, earliest U1 only: USPS is now in possession of your item as of TIME on DATE in LOCATION.”“This event indicates that the package within a container was unloaded from a truck.”
Arrived at USPS Facility
In Transit · event A1, p. 12
“Your item arrived at our USPS facility in LOCATION on DATE at TIME.”“This is a trailer arrival event, meaning that the item was nested to a container that was scanned as arriving at a USPS facility.”
Departed USPS Facility
On the Way · event E1, p. 14
“Your item departed our USPS facility in LOCATION on DATE at TIME. The item is currently in transit to the destination.”“The item is nested to a container that was scanned as departing a facility.”
Departed USPS Facility
On the Way · event L1, p. 15
“Your item departed our USPS facility in LOCATION on DATE at TIME.”“The item is nested to a container that was scanned as being loaded onto transportation at a USPS facility.” … “The term ‘regional’ may sometimes be included in the language for some facilities.”
Processing at USPS Facility
On the Way · event 08, p. 4
“Your item is being processed at our USPS facility in LOCATION on DATE at TIME.”“USPS redirected the item to the correct delivery unit on the next mail dispatch after it was routed incorrectly.”
Processing at USPS Facility
On the Way · event 15, p. 6
“Your item is being processed at our USPS facility in LOCATION on DATE at TIME.”“A shipping partner or their agent responsible for transporting the item to USPS dropped it at the wrong USPS facility”
Delayed for postage assessment, Item in transit to destination
On the Way · event F5, p. 14
“Your item has potentially been delayed due to a required postage assessment. As of DATE at TIME, it is currently in transit to the destination.”“This information indicates the package may be delayed due to postage assessment activities.”

Words in capitals (TIME, DATE, LOCATION and so on) are USPS's placeholders; the real tracking page fills them in.

One oddity in USPS's April 2026 list: event A1 is still filed under “In Transit”, the category name USPS's older PTR list uses for in-transit events, while the others read “On the Way”.

Why tracking can look stuck

  • USPS hides repeat scans. For arrival, departure and processing scans, USPS says “customers may see more than one of these events, but only the first / last such scan at each site on a calendar day; others are suppressed.” (USPS event list, event 10, p. 5)
  • Many scans are of the truck or container, not the box. USPS describes A1 as “This is a trailer arrival event, meaning that the item was nested to a container that was scanned as arriving at a USPS facility.”, and E1 and L1 the same way for departures.
  • A misrouted package looks normal. A missent item shows only “Processing at USPS Facility”; USPS's description: “USPS redirected the item to the correct delivery unit on the next mail dispatch after it was routed incorrectly.”
  • Some lines are being retired. “The following events are being retired across all tracking channels:” (USPS PTR Modernization overview (v14), section 3.2.1, "Retired Events") NT (“In Transit to Next Facility”), EF (“Departed USPS Facility”), LX (“Processing Exception”), among others.
  • Delays have their own events. USPS files weather, transportation and other delays under Alert, not On the Way. See Alert.

Worked example

You mail a Priority Mail package on Monday, Nov 2, 2026. Tracking shows “Departed Post Office”, then “Arrived at USPS Facility” and “Departed USPS Facility” at two plants by Wednesday, Nov 4, 2026, then nothing new for two days.

  • No delay event (weather, transportation or other) has posted, so USPS hasn't said why.
  • From Monday, Nov 9, 2026 (day 7) you can file a Missing Mail search.
  • If it was insured and never arrives, the Priority Mail claim window is after 15 days and before 60 days from mailing: Nov 17, 2026 and Jan 1, 2027.
  • On a Mercari prepaid label, Mercari's Shipping Protection wouldn't count it as lost in transit until 30 or more days after the last scan: Friday, Dec 4, 2026 at the earliest.

Edge cases

  • “Processing at USPS Facility” can mean a reroute. USPS uses the same line for a shipping partner's misdrop: “A shipping partner or their agent responsible for transporting the item to USPS dropped it at the wrong USPS facility”
  • “Delayed for postage assessment, Item in transit to destination” is also filed under On the Way: “This information indicates the package may be delayed due to postage assessment activities.”
  • The first truck unload can stand in for acceptance: for the earliest U1 scan USPS.com shows “USPS is now in possession of your item as of TIME on DATE in LOCATION.”

What to do as the seller

  1. Check the last facility and date, remembering that USPS shows only the first and last such scan at each site per calendar day.
  2. From 7 days after mailing: “Missing Mail search requests can be submitted starting 7 days from mailing.” (USPS, Find Missing Mail, "How to Start Your Search", step 2) USPS asks for the sender's and recipient's addresses, the size and type of box or envelope, the tracking number or mailing receipt, a description of what's inside and photos that would help them recognize it; start it on USPS's Missing Mail form. “Please note, sometimes we cannot find missing mail items.”
  3. If it was insured and doesn't arrive: USPS's claim page gives a filing window for lost insured mail by service: Priority Mail Express after 7 and before 60 days from mailing; Priority Mail after 15 and before 60 days from mailing; USPS Ground Advantage after 15 and before 60 days from mailing (USPS, File a Claim). For uninsured mail, “USPS may not legally pay compensation for uninsured lost or damaged articles.”
  4. Wrong address? USPS Package Intercept can send it back to you or hold it at a Post Office while it isn't out for delivery: $19.45 plus any postage, charged only if USPS intercepts it, and not guaranteed (USPS, Package Intercept).
  5. Questions about the scans: USPS's tracking line is 1-800-222-1811 (DMM 503.1.8); USPS says its agents see the same tracking information you do (USPS, Contact Us).

On selling platforms

Mercari: “For an item to be considered lost in transit, 30 or more days must have passed following the most recent tracking scan as provided by the carrier” (Mercari, Shipping Protection, requirements list). On its own labels, Mercari handles the carrier claim: “The Seller has not filed a claim with the shipping carrier (only Mercari may do this)”.

From each platform's own help pages, checked Oct 19, 2026. Rules differ by platform and change; check the platform's page before you act.

Questions

Is “Moving Through Network” bad?

No. It was the category for ordinary in-transit scans, and USPS posts delays as separate Alert events. In 2026 USPS renamed the category “On the Way”.

What does “Processing at USPS Facility” mean?

A processing scan at a plant. USPS also uses it when an item was misrouted (“USPS redirected the item to the correct delivery unit on the next mail dispatch after it was routed incorrectly.”), so the line alone doesn't say which.

Why does my package show the same facility twice?

USPS can show an arrival and a departure at one plant, but “only the first / last such scan at each site on a calendar day; others are suppressed.”

What happened to “Arrived at USPS Regional Facility”?

USPS shortened those names in its 2026 update; they now read “Arrived at USPS Facility” and “Departed USPS Facility” (USPS PTR Modernization overview (v14), section 7).

How we checked this

The status lines, the sentences under them and their meanings are quoted from the PTR2 Domestic Scan Events and Descriptions list USPS posted on PostalPro on Apr 27, 2026, which gives, for each tracking event, the line and sentence USPS.com shows, its status category and USPS's own description. Renames come from USPS's PTR Modernization overview; rules and deadlines from usps.com and the Domestic Mail Manual. USPS's tracking FAQ on faq.usps.com loads only with JavaScript, so it isn't quoted. We read every source on Oct 19, 2026 and say nothing about a status that USPS doesn't.
