Do you need a 1099-NEC for someone who helps with your reselling?
For tax years beginning after 2025, the 1099-NEC threshold is $2,000: a business generally reports payments of $2,000 or more in a year to a nonemployee for services, such as a contractor who lists, packs or photographs items, up from $600 before. Payments made with a credit or payment card, and third-party network transactions such as payments through a payment app, are reported by the payment settlement entity on Form 1099-K instead, and payments for merchandise are among the exceptions.

What the IRS says
"For tax years beginning after 2025, the minimum threshold amount for reporting certain payments required to be reported on certain information returns and/or perform backup withholding on those payments increased to $2,000…"
"Payments made with a credit card or payment card and certain other types of payments, including third-party network transactions, must be reported on Form 1099-K by the payment settlement entity under section 6050W…"
"Section 6071(c) requires you to file Form 1099-NEC on or before January 31, using either paper or electronic filing procedures."
"Payments for merchandise, telegrams, telephone, freight, storage, and similar items."
"For payments made in 2026, the reporting threshold is $2,000."
The four conditions
The 12/2026 instructions for Forms 1099-MISC and 1099-NEC say a payment is generally reported as nonemployee compensation when all four are true:
- You made the payment to someone who is not your employee.
- You made it for services in the course of your trade or business.
- You made it to an individual, partnership, estate or, in some cases, a corporation.
- Your payments to that payee were at least $2,000 during the year.
Exceptions resellers run into
- Card and payment app payments: payments made with a credit or payment card and third-party network transactions are reported on Form 1099-K by the payment settlement entity, and aren't subject to reporting on Form 1099-NEC.
- Merchandise: payments for merchandise, freight, storage and similar items are listed exceptions for both Form 1099-NEC and Form 1099-MISC, so buying inventory from an individual, such as a yard-sale seller or another reseller, doesn't call for either form, whatever the amount.
- Services that come with parts: the instructions count payments for parts or materials used to perform a service as part of the payment for services when supplying them was incidental to the service, so a repair bill for labor and parts counts in full.
- Corporations: generally no 1099-NEC, including an LLC treated as a C or S corporation, with exceptions the instructions list.
- Employees: wages go on Form W-2, not Form 1099-NEC.
Deadline, taxpayer number and e-filing
Form 1099-NEC is filed with the IRS and furnished to the recipient by January 31. If a date falls on a Saturday, Sunday or legal holiday, it moves to the next business day.
Publication 1099 suggests asking a U.S. payee to complete Form W-9 for their taxpayer identification number. Payments can be subject to backup withholding at 24%, and the $2,000 threshold applies to backup withholding too.
The IRS's information return page adds that you must also file Form 1099-NEC for each person you withheld federal income tax from under the backup withholding rules, regardless of the amount of the payment. It gives the thresholds by payment date: $600 for payments made before 2026, $2,000 for payments made in 2026, and the inflation-adjusted figure in Publication 1099 for payments made after 2026.
If you have to file 10 or more information returns in a year, counting all types together, Publication 1099 says you must e-file.
On your own Schedule C, the instructions describe line 11 as contract labor, payments to people you don't treat as employees, and line I asks whether you made payments that would require Forms 1099.
Worked examples
$150 a month versus $175 a month
A helper who lists and packs is paid $150 a month by bank transfer for all of 2026: $1,800, under the $2,000 threshold. At $175 a month the year comes to $2,100, which is $2,000 or more.
The same $2,100 through a payment app
If the $2,100 is paid as a third-party network transaction through a payment app, the instructions say it is reported on Form 1099-K by the payment settlement entity, not on Form 1099-NEC.
Buying a collection versus paying for work
During 2026 you pay a picker $3,500 by check for 70 video games to resell. That is a payment for merchandise, one of the listed exceptions, so no Form 1099-NEC. If you also pay the same person $2,100 by check that year to clean and test consoles, that part is a payment for services of $2,000 or more.
2025 versus 2026
$1,500 paid to a contractor during 2025 was over the old $600 threshold. The same $1,500 paid during 2026 is under $2,000. Publication 1099 says the $2,000 figure will be adjusted for inflation beginning in calendar year 2027.
Edge cases
- Buying inventory from a picker or another seller is a payment for merchandise, one of the listed exceptions.
- Below the threshold isn't the same as untaxed: the instructions note some payments don't have to be reported on Form 1099-NEC although they may be taxable to the recipient.
- Whether a helper is an employee or an independent contractor is a separate question with its own rules; employees get Form W-2.
- The 1099-K threshold for payment apps and marketplaces is a different rule: over $20,000 in more than 200 transactions. See 1099-K for resellers.
What to do
- Get the helper's name, address and taxpayer identification number on Form W-9 before the first payment.
- Track payments per person per calendar year, and note how each was paid.
- Put January 31 on your calendar if anyone is over $2,000.
- Check with a tax professional about whether a helper is an employee or a contractor.
Questions
I paid a helper $1,800 in cash during 2026. Is a 1099-NEC required?
Under the rule for tax years beginning after 2025, the threshold is $2,000, so $1,800 is under it. The payment can still be taxable to the helper.
Do I need to send a 1099 to someone I buy inventory from?
Not for the merchandise itself. The instructions for Forms 1099-MISC and 1099-NEC list payments for merchandise among the exceptions. A separate payment to the same person for services, such as repairs or packing, counts toward the $2,000 threshold.
Does the $2,000 change affect the 1099-K?
No. The $2,000 threshold is for forms such as 1099-NEC and 1099-MISC. The 1099-K test for payment apps and online marketplaces is still over $20,000 in more than 200 transactions.
When is the form due?
Form 1099-NEC is due to the IRS and to the recipient by January 31, or the next business day if that falls on a weekend or legal holiday.
