What does USPS charge to ship hazmat?
A package with declared hazardous materials pays a $7.50 HAZMAT Handling Fee by Priority Mail or Priority Mail Express and $0.00 by Ground Advantage.
On commercial (online) labels USPS can add a $50.00 HAZMAT Noncompliance Fee when hazmat isn't properly declared or labeled. Both fees first appear in the Notice 123 edition effective Jul 12, 2026.

Postage in the examples is from Notice 123 effective Oct 4, 2026, which includes USPS's temporary holiday prices for Ground Advantage and Priority Mail until 12 a.m. CT Jan 17, 2027. The fees quoted here are the same as in the July 12, 2026 edition, before the holiday prices began.
The rule, in USPS's words
“HAZMAT Handling Fee, add $7.50.”
“HAZMAT Handling Fee, add $0.00.”
“HAZMAT Noncompliance Fee, add $50.00.”
“A HAZMAT noncompliance fee of $50.00 will apply to commercial shipments that are improperly declared, improperly labeled, or otherwise fail to meet HAZMAT shipping requirements.”
“Failure to meet any compliance-quality threshold in Exhibit 2.1.6 will result in the Postal Service charging the mailer the Package Quality Noncompliance Fee or the Hazmat Noncompliance fee, whichever is higher.”
“you face a civil penalty of at least $250 (but not more than $100,000), the costs of any cleanup, and damages.”
“A HazMat Handling Fee for USPS Ground Advantage will be established but set at $0 initially, with the option for the fee to increase in the future.”

Edge cases
- The fee is nonrefundable (DMM 283.1.10; DMM 123.1.8).
- Stacking: the handling fee can be charged on top of the Package Quality Noncompliance Fee ($0.25 a piece on commercial labels) or the HAZMAT Noncompliance Fee (DMM 283.1.10); between those two, USPS charges the higher (DMM 204.2.1.6).
- Threshold: DMM 204's compliance table sets the Hazmat Quality threshold at 100, against 90 to 98 for address, manifest and barcode quality (DMM 204.2.1.6).
- Old marks count: a reused box with a legible hazmat mark is treated as holding hazmat (reusing boxes).
- Drop-off: USPS says mailers must separate hazmat packages from all other packages and present them in a container marked "HAZMAT" (USPS).
- No stamps for restricted hazmat (packages with stamps), and no USPS Priority Mail packaging (Priority Mail box rule).
- Why Priority Mail pays more: the Governors set the $7.50 fee "to cover the costs of manual handling required when HazMat items fly", and the Ground Advantage fee at $0 for now (Governors' Decision 26-2).
- Old meters and paper postage statements: hazmat paid that way has to be handed in at a Post Office retail counter or business mail entry unit (Publication 52, 323.5).
- Strong magnets can't fly: Publication 52, 327.12 bars from air any magnetized material strong enough to deflect a compass 7 feet from the package, so such an item can't go Priority Mail (Publication 52, 327.12).
What to do
- Declare hazmat in your label tool every time: lithium batteries, perfume, nail polish, aerosols, matches.
- Ship surface-only hazmat by Ground Advantage, where the handling fee is $0.00.
- Remove old hazmat marks from reused boxes before packing anything else in them.
