How do I get a refund when Priority Mail Express arrives late?
If USPS doesn't deliver, attempt delivery or make a Priority Mail Express package available by the date and time on your receipt, it refunds the postage and any Sunday or holiday premium, unless one of the exceptions in DMM 604.9.5.5 applies. Only the sender can apply, from 2 to 30 days after the mailing date (30 to 60 days if you added an extra service), online at usps.com or at a Post Office on PS Form 3533.
Fees from USPS Notice 123 effective Oct 4, 2026 (the same since Jul 12, 2026); rules quoted from the Domestic Mail Manual and usps.com, each with its section. USPS decides every claim and refund; this is a guide to its published rules.

The guarantee, in USPS's words
“Priority Mail Express is an expedited service for shipping any mailable matter, with a money-back guarantee, subject to the standards below.”
“unless an item’s delivery was delayed by one of the situations described in 9.5.5, USPS refunds the postage and Sunday or holiday premium fee for the following”
DMM 604.9.5.1 lists three cases: an item not delivered, an item for which delivery wasn't attempted, and:
“If the item was not made available for claim by the delivery date and time specified at the time of mailing.”
“A claim for a refund for Priority Mail Express postage may be made only by the mailer (the sender of a Priority Mail Express item).”
The scheduled day is the one on your receipt: “Items are delivered by 6 p.m. on the scheduled delivery day.” (DMM 113.4.2.3) The clock starts at acceptance: “Priority Mail Express items mailed after the local Post Office mail-acceptance time are deemed to have been mailed on the next day the office is open” (DMM 113.4.2.2).
When to apply
| Shipment | Apply no sooner than | No later than |
|---|---|---|
| Priority Mail Express | 2 days | 30 days |
| Priority Mail Express with an extra service | 30 days | 60 days |
“You must combine refunds for Priority Mail Express and related extra services into a single refund request.”
“Each USPS Tracking Number can only be used for one refund request.”
When USPS won't refund
DMM 604.9.5.5 rules out the postage refund when the guaranteed service failed because:
- The package was detained for law enforcement purposes, or delayed by a strike or work stoppage.
- “The item was delayed because of an incorrect ZIP Code or address; or forwarding or return service was provided after the item was made available for claim.” (DMM 604.9.5.5)
- The addressee asked in writing for delayed delivery, or the package was undeliverable as addressed.
- USPS Headquarters authorizes it for delays from government action, war or civil disturbance, flight delays or cancellations, network breakdowns outside USPS's control, or acts of God.
- It held live animals or hazardous materials and was delivered, or delivery was attempted, within 3 days of mailing.
- “The Priority Mail Express 1-Day shipment was mailed December 22 through December 25 and was delivered or delivery was attempted within 2 business days of the date of mailing.” (DMM 604.9.5.5)
- “The postage refund requested is other than for loss, and the Priority Mail Express mailpiece was destined to or originated from Alaska or Hawaii.” (DMM 604.9.5.5)
- The same applies, other than for loss, to mail to or from Guam, American Samoa and the Northern Mariana Islands, and to mail destined to Palau, the Marshall Islands and Micronesia.
“As of August 1, 2023, USPS will no longer process refund requests for guaranteed service on these items. Refund requests for loss will still be processed.”
How to apply
- Wait until day 2 after the mailing date, and keep the tracking number and the receipt or label record.
- Apply online at usps.com/help, the route DMM 604.9.5.6 marks as preferred, with a free USPS.com account.
- Or at any Post Office: “fill out Part I of Form 3533 (in duplicate) and submit it along with your original customer copy of Label 11.” (USPS refunds page)
- Include any extra services on the same request, since one tracking number gets one request.
- Watch for the check: “Priority Mail Express refunds are paid by check or as a credit to an account (e.g., a federal government agency account).” (DMM 604.9.2.6)
A denied online request can be appealed online within 30 days of receiving the denial (DMM 604.9.2.5).
Worked example
| Postage paid (USPS commercial price now, holiday prices included) | $47.39 |
|---|---|
| Refund if no exception applies | $47.39 |
| Apply no sooner than (day 2) | Oct 21, 2026 |
| Apply no later than (day 30) | Nov 18, 2026 |
At a Post Office the same package costs $53.85. Had you paid $12.50 for Sunday or holiday delivery, that premium would be refunded too. Had you added insurance, the window would be day 30 to day 60, and the insurance fee itself isn't refundable after acceptance (DMM 604.9.2.4).
Lost, not late, and other services
- Lost Priority Mail Express: the contents are a claim, which you can file from day 7 to day 60 (claim time limits); “Postage for Priority Mail Express is refunded under 604.9.5.” (DMM 609.5.4)
- Priority Mail and Ground Advantage aren't covered: the on-time refund in DMM 604.9.2.3 names only Priority Mail Express, and for Priority Mail USPS adds “The expected delivery date does not come with a money-back guarantee.” (USPS Priority Mail page)
- USPS's Priority Mail Express page gives the same 30-day limit: “submit a refund request for failure of service within 30 days of the mailing date.” (USPS Priority Mail Express page)
Questions
Does USPS refund Priority Mail if it's late?
No. USPS's Priority Mail page says the expected delivery date doesn't come with a money-back guarantee; the service-standard refund in DMM 604.9.2.3 is for Priority Mail Express.
Can the buyer ask for the Priority Mail Express refund?
No. Only the mailer, the sender of the item, can apply (DMM 604.9.5.3).
Is the Priority Mail Express refund automatic?
No. You apply online at usps.com or at a Post Office on PS Form 3533 (DMM 604.9.5.6).
Can I get a guarantee refund on Priority Mail Express to Alaska or Hawaii?
Not for late delivery: USPS stopped processing guaranteed-service refunds to or from Alaska and Hawaii on Aug 1, 2023. Refund requests for loss are still processed.
How we checked this
Fees come from Notice 123 effective Oct 4, 2026, read on Oct 19, 2026 by USPS's own price code for each fee and matched to the USPS price file; earlier fees come from the same codes in the Postal Explorer archive editions back to Jul 13, 2025. Every fee on these pages is the same in the Jul 12, 2026 and Oct 4, 2026 editions: the Oct 4 holiday edition changed package postage, not extra-service fees. Rules are quoted word for word from the Domestic Mail Manual sections and usps.com pages listed below, fetched on Oct 19, 2026. Package postage in examples is USPS's own price; selling platforms and label services can charge their own.
