Can you ship comic books by Media Mail?

USPS's rules: Only with no ads

A comic book can go by Media Mail only if it meets USPS's standard for books: at least eight printed pages of reading matter and no advertising other than incidental announcements of books. An issue with paid ads, or with the publisher's own ads for anything that isn't a book, doesn't qualify, so it ships as a First-Class Mail large envelope ($1.98 at 2 oz) or by Ground Advantage ($7.33 to $8.95 online). A collected edition or graphic novel with no ads, or with ads only for other books, meets the same standard and pays Media Mail prices: $4.39 up to 1 lb.

What it costs to ship

Media Mail costs the same to every US address, with a 1 lb minimum ($4.39) and any fraction of a pound rounded up. Ground Advantage, USPS's ground package service with tracking included, is priced by weight and zone: online is USPS's commercial price for labels bought online, and the counter price is retail.

USD, weight not over. USPS Notice 123 effective Oct 4, 2026; Ground Advantage includes USPS's temporary holiday prices, in effect until 12 a.m. CT Jan 17, 2027 (Media Mail isn't affected). First-Class Mail large envelope: same Notice 123, for flexible pieces up to 15 x 12 x 3/4 in. and 13 oz, with no tracking. Selling platforms and label services can have their own rates.

One issue, 2 oz $4.39 $1.98 $7.33 to $8.95 $8.40 to $10.20
1 lb $4.39 over 13 oz $8.01 to $11.22 $10.05 to $13.65
2 lb $5.13 over 13 oz $8.39 to $13.42 $11.30 to $19.80

Worked examples

  • One 2 oz single issue with ads, bagged and boarded in a large envelope that still bends: First-Class Mail large envelope, $1.98. If the envelope is rigid, it isn't a large envelope, since those must be flexible (DMM 101.2.3), and a stiff piece pays parcel prices (DMM 101.2.5): $7.33 to $8.95 online by Ground Advantage.
  • A 2 lb lot of single issues with ads: Ground Advantage, $8.39 to $13.42 online or $11.30 to $19.80 at the counter. Media Mail would have been $5.13.
  • A 5 lb box of trade paperbacks with no ads: Media Mail, $7.34 to any US address.
  • Sent as Media Mail anyway and opened: a 2 lb lot of issues with ads is short $3.26 to $8.29 against Ground Advantage online, which USPS can take from your label account or collect from your buyer (inspection).

Edge cases

  • Ads for other books are allowed, and the advertised books don't have to qualify for Media Mail themselves (PS-072). Ads for anything else, including catalogs and calendars, rule the comic out.
  • A graded comic sealed in a hard plastic holder doesn't bend, so it can't go as a large envelope (DMM 101.2.3); it ships as a parcel, and the comic inside is still judged by the ad rule.
  • An issue whose only ads are for other comic issues is unsettled: the advertised publications must be books (PS-072), and USPS hasn't ruled on whether a single comic issue counts as one. Graphic novels and collected editions advertising other collected editions are the clear case.
  • Issues with ads packed in a box of qualifying books: see what a mixed box pays.
  • Comic magazines follow the magazine answer.

What to do

  • Page through each issue before choosing Media Mail: one ad for something other than a book rules that issue out.
  • A single flexible issue up to 13 oz and 3/4 in. thick costs less as a First-Class Mail large envelope than by Ground Advantage, but it has no tracking (USPS).
  • For lots and anything rigid, buy the Ground Advantage label online: $8.01 to $11.22 for 1 lb against $10.05 to $13.65 at the counter.
