Can you ship Media Mail to Puerto Rico, Guam or the Virgin Islands?
USPS's rules: Yes, same price
Yes. US territories and possessions are domestic mail and Media Mail has no zones, so a package to Puerto Rico, the US Virgin Islands, Guam, American Samoa or the Northern Mariana Islands costs the same as one across town: $4.39 up to 1 lb. From the US, Puerto Rico or the Virgin Islands, a package of 16 oz or more going to Guam, American Samoa, the Northern Mariana Islands, Palau, Micronesia or the Marshall Islands needs a computer-generated customs form; Puerto Rico and the Virgin Islands aren't on that list. Mail to Palau, Micronesia and the Marshall Islands is treated as domestic too.

Edge cases
- A package with a customs form has to go over a Post Office counter if it's paid only with stamps or its customs form is handwritten or not computer-generated (DMM 608.2.3.6).
- Goods worth more than $2,500 in one Schedule B class, mailed from the US to Puerto Rico or the US Virgin Islands, need electronic export information filed unless an exemption applies (DMM 608.2.4.1).
- The customs-form rule doesn't apply to items sent within Guam or Palau (DMM 608.2.3.1).
- Military addresses follow their own customs rules: see APO, FPO and DPO.
What to do
- To Puerto Rico or the US Virgin Islands, ship Media Mail as you would to any state.
- To the Pacific territories, buy the label from a service that generates the customs form.
